Beginning July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will require safety certificate data to be submitted electronically (eFiling) at the moment products enter the country, rather than only when requested. For goods admitted into a Foreign Trade Zone (FTZ) and later entered for consumption, the mandatory eFiling deadline is extended to January 8, 2027. This update only changes how documentation is delivered; it does not change existing safety standards or alter which products require certification. Instead of paper-based reviews upon request, the process is going digital to streamline border screening. Importers need to determine whether the product requires certification, ensure full compliance through testing and proper documentation if it is required, and work with their customs broker to file these certificates electronically. The eFiling requirement applies to all imported consumer products that are subject to CPSC certification requirements, regardless of the shipping method or the value of the goods. The rule applies to imported consumer products subject to CPSC certification requirements, including children’s products, apparel and textiles, household items, electronics, and electrical goods. The CPSC provides a list of flagged customs codes to help identify regulated items, but importers must always evaluate their goods based on what they actually are and how they are used. Certain items are exempt from this electronic filing: these include products manufactured in the U.S., raw materials, unassembled component parts, and personal shipments such as gifts between consumers. Additionally, any products that are not subject to CPSC rules do not require certification or eFiling.
